06/07 are good years if you fix the RR position. It's not like Suzuki has made any major changes on the bikes for the past decade.
 
Anything from 2011-2018 600 and 750 are the exact same bike....they only updated the graphics. Basically the latest get is the best overall. Not HUGELY better, but they are better for the most part.

2006 is when they majorly revamped the bikes (so I would shoot for at least a 2006 if you are shopping around), 2008 was a minor update, 2011 (the last update of any kind) was a little bit more.
 
Seriously though, you can't go wrong with any of them really. Any changes made over the last 15 or so years will likely go unnoticed unless you are one of the fast guys at the Sunday races. I'd pick the one where the body style/color scheme (assuming non track bike) suits you best. For me it'd be an 06/07 model but I don't think there has been anything "ground breaking" about a GSX-R600 since they fuel injected the bike back in 2001. :thumbup
 
Is the R/R usually a one time fix or ongoing issue?
It's an ongoing issue if you choose to ignore the advice to relocate it, otherwise it's pretty much a one-time fix.

I loved my 08' 600. I now have a 11' 750. I like the slimmer body and the projector headlight on my 08 more than the 11 750. So my vote is for 08,09 years.

Are there any specific years that have a slimmer seat? At 5'7 I was on my tip toes with most of the SS's I sat on and would prefer not to lower the bike, maybe an inch at most. Any clearance issues with helibars?
 
I'm about the same height and have not had to lower either of my bikes. I can and have ridden them at stock height, but also have had the seats shaved down about an inch (you can see some of my shoddy work here). I much prefer to have both feet touching the ground and at least one flat.

Exactly.
I'm 5'-7" and never had any issues on any stock height bike. Except for that one time on my buddies '84 CR500 :hammer

Sport bikes we make chassis adjustments in mm's not in's :nono
