Thermosman is who I was told to go with Ant. He doesn't deal with Penske anymore though (only Ohlins) so you'd need to source the shock elsewhere.

He has built my penske (re-valved with a DL piston) and serviced it for a long time now. Granted April is the last time I sent it his way.
I assume if he has worked on your stuff, then he will continue because that is how he works. My shock re-builds are only $75 from him.
Oh yeah, T-man told me everything I needed to know over the phone to service my forks myself (he did the original build). Now that is customer service! :cheers
On the contrary, T-man does a great job and his magical pixy dust and it seems to works good for most people. However, the set-up numbers he wanted me to use (ride heights) just didn't work for me. On the clock, I was 8 tenths slower every lap using his numbers.
Find a good tuner, use him as a baseline, but don't be afraid to try your own stuff. After all, he isn't on the bike....you are. I doubt all of his AMA riders use the exact same set-ups.
