The TPS adjustment procedure is on 4-20 of the service manual. Be
sure that you loosen the TPS mounting screw and not the nearby and easier to reach STPS screw. The tach tends to read high so adjusting the idle to 1200 RPM is better.
Page 10-8 of the service manual says:
Valve clearance out of adjustment
Poor seating of valves
Defective valve guides
Worn down camshafts
Spark plug gaps too wide
Defective ignition coils
Defective CKP sensor
Defective ECM
Defective TP sensor
Defective fuel pump
Imbalanced throttle valve
Damaged or cracked vacuum hose
It sounds like you've already done the first item and I'd expect new plugs to be properly gapped. Have you checked the compression? A fuel filter problem would normally show up as bogging under high load and RPM, instead of at idle.
A straight pipe suggests an irresponsible previous owner, which makes me worry about the condition of the engine.
