Yes to the first, probably to the second. It really depends on the attitude of the area. Here a lot of people do it and don't get pulled but I did back in the day (like a year ago). Technically it is illegal but some cops just don't care.

i know a few idiots around wilmington that just don't have plates or insurance...cops really are layed back more than you'd think because i know several people that get away with it, but im not takin the chance
 
I see the only reason putting the plate so far down the fender is to run from cops, its impossible to read the plate # unless you're 5 feet away. I dont think I'll ever run either, so maybe I should just put the plate where it's supposed to go.

The problem is, they passed a new street racing law, if you're caught street racing, its a criminal offense, so if I'm in a group theres no way I'm speeding, alone I'll definitely speed tho.

They have that law here in FL. for a while, the thing that really sucks is that cops will mistake 'fun' riding for racing... one of my friends got popped with that racing charge when someone went down and he stopped to help.. to make a long story short, some lady stated in a witness statement that the bikes were 'racing' (when in actuallity the were just riding)... after a legal battle and lawyer bills, he had to sell the bike.... what a shame for helping someone out!
 
damn that bites cops are anal now

i tuckd my plate under my tail its readable when ur far but its hard when ur close lol i tuckd my buddys plate between his rear pegs under the tail its not too bad

Thats happened to me before, riding in a big group... Saw us going across the anap bay bridge, going pretty fast. One guy was weaving in and out of cars -which is what got us all pulled over... -one went out in front of us, one pulled up and paced us in the middle of the group (2lane) and one was at the rear, all turned on their lights at the same time and pulled the whole group over. Only gave one ticket tho to the guy they saw weaving in and out of traffic... They knew we were all speeding tho.
