The DOT and many (most?) states want to see a rear facing reflex reflector. One was part of the OEM fender, it's typically integrated into the license plate light, The Yosh part doesn't seem to have one. Fortunately there's a $7 Harley (really) DOT approved reflector that sticks onto the bottom of the license plate frame to solve this. I think the part number is 69490-07.
