When I switched to the wider 17" wheels I had the same proble. To resolve the brake arm rub I "encouraged" it with a dead blow hammer, wood blocks and a table vise, into a new shape. It now has tire clearance and still connects to the brake and the swingarm.

Changing to a more modern swingarm would work too.

Then I lubed my muffler bearings with 10W 'cause grease is too thick in the winter time
