With the bike off....I tested the "snap back" of my throttle. Works fine when bars are straight and/or turned to the right...but when I turn the bars all the way to the left, the throttle lazily moves back 1/2 way to the closed position. I do not have bar ends btw.

Do I tighten the 'return' cable at the engine to fix the problem?

You've probably overtightened you throttle cables, i.e. have too little slack in them. Try turning your bars to the left and adding a little more slack, until the throttle start snapping back again.
