I have a 2001 gsxr I have brand new battery when I go to start bike the lights come on and the fuel pump does it's thang but then all I get is a clicking noise what could it be

starter relay? jump relay see if starter spins up, the two gig bolts, plier handles work well, it will start if key is on, won't if key is off..
