Why do you need to buy a new fuel pump?

You have an exceptional engine if it will operate at 10 RPM.

"I cleaned it and same problem"
How did you clean it? If you just cleaned the lower strainer, that normally doesn't do anything. The upper/main filter is where the real filtration is done and it can't be cleaned. Do the flow test as described in the service manual to see if it's the problem.

I haven't bothered to check in any detail but it seems to be a Mitsubishi T35 pump, which is an advanced design first used in 2007.
