Irrelevant for older GSXRS. It's a way to bypass the retarded timing curve in newer GSXRs which is activated in the lower gears. It basically tricks your bike into thinking it's in 6th gear all the time for maximum power. Timing Retard Eliminiator = TRE
Older GSXRs do not have this, though there is always talk of the mystical pink "wheelie wire" which retarded timing in lower gears on some 1100s. Search the archives for info on that one, I'm still not clear what models that was on or whether cutting the wire to bypass it really worked.
