get a 7 inch buffing pad, and a 7 inch grinder to put it on. buff the crap outta it.

Buy a different one to do it to though. Your bike is very clean and original and polishing the cap will look good, but also detract from the value slightly. Taking the finish off and polishing it is easy, but putting that finish back on the original cap and lockset is impossible.
