so I did the unthinkable and managed to install my steering head bearing race* backwards. i blame a combination of idiocy and sleep deprivation.

since it is reversed, i obviously do not have access to those little grooves to tap it out from the inside.

how the hell can i salvage this?

If it was just a bare frame, I would weld a bead all the way around the inside, but you won't want to risk splatter on all of the other parts.
I would suggest using a Dremel and cut a couple of slots in it...then you should be able to easily pry it out.

Go to the autoparts store and rent their bearing race puller.
Use propane torch to lightly heat the outside of the steering head, it will expand and make it easier to come out, just don't heat the race that's inside.

Dremel a few slots in a few places, almost all the way through and use a hammer and chisel to crack the bearing race. Remove the pieces and start over again.

I sense that the issue is not how to remove the race but rather how to remove it undamaged so that you can correctly install it - because otherwise you'll have to buy a whole new bearing. Unfortunately, you may be screwed.

If you have the old bearing, you might be able to cut the retainer/balls into sections that can be fitted into the new upside-down outer race; perhaps with a couple fewer balls. Then set the old inner race in place from the inside, i.e. through the other end of the steering head, and use it to drive the new race out. You'll be lucky if this works.

P.S. I couldn't tell at first but I now gather from the part number on the race that it's an All Balls roller bearing race instead of an original angular contact ball bearing. That complicates things. You might check if the old retainer/balls are wide enough to "catch" the race when inserted from the backside. If so, drive it out per above and hopefully the race won't be damaged. If not, use Dremel grinding stones and abrasive discs to cut two steps on opposite sides of the race and use a punch to drive the race out.
