I saw another bike on ebay...but this time its in Staten Island and i actually got to see it today.

He's the second owner...had it for a year and half.
I went to go check it out..but being the newbie that i am...i didnt really know what to look for and to ask.
I told him not to start it at all untill i got there....so we got to his house at the same time and he started it with a cold engine....it didnt start the first time..but the second time it started right up, i guess that wasn't so bad considering that he hasn't used it in a week or so (so he says).
The body is in good shape..just that one small dent on the tank.. and a couple of really small scratches here and there...but its 5 years old and i guess thats expected.
The frame was polished and i didnt see the plate on the left side where the vin number was suppose to be...and thats one thing that stuck in my mind.
Which brings me to this question...where else can i find the VIN without taking the bike apart? I want to make shure everything is legit on the bike.
Which brings me to my second question...where can i run the VIN to check the history? Someone told me that i can run it through DMV, can that be done?...Do i have to go to a NY dmv or i can just go to any dmv in nj?
We talked about the price and he's willing to let it go for $4000.
Do u guys think thats a fair price for that bike??
I didnt get to ride it because it just finished raining and it was getting dark out...so i told him that i wanted to check it out again at another day...and he was cool with it.
And thats where u guys come in. Are there any other things i should look for, check out, ask, etc.....?? I only have two more days till the bid ends, and i want to make my decision by then.
Im sorry this was long..but 4 grand is a lot of money for me (poor college kid)..and i dont want to make the wrong decision.
so if u guys can help me out i would greatly appreciate it.
thanks, Jay
