If you tested everywhere, then that means the harness is perfect, no?
Start over with the meter and start with the ignition switch. Make sure power is getting to it (lights are on so...), then power from it. Then go down stream to those items and make sure they're getting power. Measure your ground from the negative pole to the engine post. When you turn the key on, is the FP relay getting energized?
Lastly, did you do the simple stuff like checking the fuses? A lot of troubleshooting can be done by seeing if the fuses are getting power.
