well yea its funcional, its going to keep fuel from splurging out when the tank is full.. I wouldn't do it unless you plan on running only 1/2 tank or so for racing whatever, get her hot one real hot day, hit a bump, fuel splurges out drips down to engine you may catch fire?

if you eliminate always keep the fuel about at least an inch below that straight line
