The bay area is generally one of the most expensive places to live in Ca. La has nice areas but is crowded and has much more traffic.. many parts are affordable to live in. If you want to check out the Bay Area let me know via pm and I'll give you my number and I'll take you around, I grew up here so I know it pretty well. As far as crazy drivers LA is worse but they also have alot more traffic and a much higher population. Bike friendly in Ca is an area specific term... it just depends where you are.
