Advice on lagging RPM\'s around 7000?

I know someone who has a problem with their bike. I think it is a 1998 750.It starts ok and runs fine but when the throttle is turned and the revs brought up to around 7000 it get very hesitant, then if you hold the throttle in this position it will pick up and continue on after a few seconds but there is a major hesitation, almost sounds/ feels like it is going to cut out. It kind of a boggs or stumbles. Any ideas?? Does this sound like a sensor of some sort? Fuel pressure is ok and fuel filters cleaned and ok. Thanks for any help.

Does it go away above 7000, or does it keep running like that?

It kind of hesitates around 7000 and goes away after a few seconds and continues on. It just sounds like shit and sounds like it is gasping . SAy for example if it is idling and you twist the throttle the revs will increase normally up to about 7000 then if you crack the throttle some more it sounds like it is sputtering but if you continue to hold it open after a few seconds it kind of catches up to itself and then runs normally past 7000. Any ideas?

I woudl clean and sync the carbs... sounds like there is something that is cloggin them. What if you hold the gas wide open from idle, does it still do it?
