Hasn't been started in a week in this 30degree Fahrenheit weather. Started it up today and idled around 1400 for 10 seconds then went back to 1200 to normal idle.

Sounds like high idle is kicking in, but, if that 10 sec duration is accurate, it should last a lot longer. The manual (see page 5-24) mentions

When the engine has warmed up, depending on the water temperature, ambient temperature and lapsed time, the fast idle is cancelled allowing the engine to resume idle speed.
but then proceeds to list fast-idle durations and speeds vs just ambient temperature in a table. At any rate at 30°F, the duration should be more than a minute and your speed should be higher too. Assuming your water coolant readouts look normal, perhaps the ambient air temperature sensor isn't reading properly for some reason?
