As for the problem, I would worry if only getting 9v. The bike is a 12v system and should have such voltage at the pump.
The pumps are known to fail at random times. But I have yet to hear of it failing when running. Most of the time it failed when you go to turn the bike back on.
If you have fI showing on the dash, you should make sure to install a dealer mode switch where you can access it without removing the key or turning off the bike. When you get the fI message, flip the switch and note the cXX (XX being numbers) code that you see. This will tell you where the problem is.
The ECU does NOT store codes, so you need to get it when it happens.
