Do these make the helmet any snugger?
HJC Cool Max Headliner HJC Cool Max Headliner. HJC offers two ways to stay clean and comfortable: the full facial Balaclava, or the sleek and simple headliner. Both help reduce helmet irritation, keep helmet liners cleaner, and absorb perspiration. The revolutionary DuPont COOL MAX material channels moisture away from the skin through the fibers of the material itself, offering eight times the absorption rate of standard helmet liners. Headliner available in two sizes.

If the helmet is too big, I won't be as effective in a wreck.

I'd say it is too big. Quite snug is how you want it. It will loosen up a bit after some use. The push from the wind will also loosen it up. If it feels loose now or not snug it will only get worse. Good luck and ride safe.

Does every thing inside the helmet break in or just the cheek pads?

I find the whole circumference stretches, especially the cheek area. Hitting 270 plus km/hr tends to push the helmet into face and loosen things up. One thing I'd like to say is never lend your helmet out to someone unless it is a dire emergency of course. Everyones skull profile is different and this can alter snug fitment for you. I can't stress how important it is to have a snug but not uncomfortable fitting helmet. It should almost be difficult to remove with no uncomfortable pressure points.
