I might pick up an 89 1100 rolling chassis to swap the front end (whole thing) to my 87 7/11 for the 17" wheel set up. Can this be done, does it bolt right up? And can I also use the rear wheel, spocket, cush drive, etc on my bike as well to get the 17" wheel in the rear?

Yes, and yes. The 89 1100 front end will bolt right in, as will the 17 rear.
