Unless you have a program that can work with animated gifs, so you can strip the frames out and resize each one, then rebuild it... No. Microsoft used to have a free animater program available, which I downloaded before it became scarce, and I believe Photoshop and other high end programs allow you to work with animated graphics, but I haven't played around with my Photoshop 6.0 yet in that area.

If you just want to resize it on a webpage of a website you're building, you should be able to define the parameters of the size in pixels where you define your image <img src="location/graphic" width="xx" height="xx" alt=""> But that doesn't shrink the actual file size for loading the graphic. Hmmm, my HTML is a little rusty, but the code should be correct...

Download Paint Shop Pro demo which includes the animation editor. With that program you can resize the entire animation

Photoshop usually comes with imageready... you can do it there
