My friend has a 95' 750 and when the bike sits for 4 or 5 days the plugs foul out. Ive cleaned and changed the plugs on it several times and it seems to be a reocurring problem. The bike has a full system on it and was jetted by the previous owner. I think the bike runs rich but how would this affect anything with the bike is just sitting? Any help would be appreciated.

Do ALL the plugs foul at the same time at the same rate?

Definitely need more info.
Has the bike always done this? Or just since the jet-kit install? ...and when you say "I think it's running rich" what makes you say that?
If the bike was running well with the jet-kit, and this is a recent phenomenon, the first suspect that comes to my mind is either float-needles (if the plugs are wet) or ignition-coils (if the bike warms up fine and THEN starts fouling plugs).

The plugs are NGK CR9Es. The plugs are usually slightly damp when we pull them. If not damp they smell really strong of fuel. The reason i say the bike is running rich is because it blows quite a bit of black smoke and smells pretty rich.

The plugs are also black and covered with carbon.

Youre probably really rich and / or seals / oil control rings need to be replaced.
Hit the plugs with a wire brush, gap them, and swish them in gas a bit to wash away any tiny metal.
Then give it a shot.
Apparently you 'cant' do that but ive been doing it for years with some success.
Clean your plugs so you know how fast they foul.
Theres also a good chance your coils/wires/boots are going south and youre not getting spark on all cyls.

This might be a cheap fix too! try running a fresh tank of premium gas, maybe the gas is old?lost it's octane from sitting around?Hey It's worth a try http://www.gixxer.com/forums/images/graemlins/dunno.gif
